This position provides analytical support over the budget planning process, long-term financial analysis, and risk management program for Fossil Power Generation. The successful candidate will report to the Plant Support Commercial Excellence, Manager, Budget Planning & Risk Management.


  1. Responsible for long-term (5-10 years) budget plan analytics and change management; including the development of cost and risk models to help manage O&M and capital budget for the fleet; analyzing a project prioritization process for budgeting purposes based on EFORd targets, Unit Availability Requirements, Transmission Load Pocket Constraints, Unit Retirement Horizon, Projected Run Times, equipment failure probability, equipment equivalent service hours, and other pertinent factors.

  2. Responsible for executing and maintaining Monthly Risk-Opportunities-Pull Forward (ROP) process to continually maintain the most accurate financial forecasts for current and future year Fossil Departments’ budgets which includes the fleet cost forecast changes for routine maintenance, major maintenance and emergency repairs.

  3. Responsible for compiling and consolidating the Risk Register data which addresses Fossil Business Unit risks in: Financials, Environmental, Infrastructure, Safety, Operating & Maintenance, Asset Management, and Commercial Risks.

  4. Responsible for working in concert with the Manager, Risk Planning & Budget Management to deliver on requests for financial analytics for long-term planning by the System Planning Organization.

  5. Maintain Project Outage Database (POD) in regard to Fossil ROP process and Fossil Project Ranking process through active interface with Fossil Process Owners, Plant Staff and Finance Business Partners.


Minimum education required of the position

Bachelor's Degree in a technical or business related field required or equivalent work experience. Desired: Master's Degree.

Minimum experience required of the position

Analyst II: 2-4 years of professional experience.

Analyst III: 4-6 years of professional experience.

Analyst Sr: At least 6 years of professional experience.

Minimum knowledge, skills and abilities required of the position

  • Knowledge of legacy, coal, and simple cycle gas turbine / combined cycle power plants maintenance cycles and equipment end of life replacement frequencies.

  • Basic understanding of budget classification: baseline non-payroll and payroll O&M, O&M and outage projects, baseline and strategic capital projects.

  • Basic to Intermediate understanding of GAAP procedures and capitalization rules.

  • Ability to function and perform independently with minimal supervision and execute tasks within the prescribed timelines.

  • Ability to create effective working relationships with plant management teams.

  • Ability to coordinate programs, prepare reports and maintain accurate records.

  • Highly proficient in MS Office, namely Excel and PowerPoint. Experience with Macros, Pivot Tables, Conditional Formatting, Etc.
