Job Summary/Purpose

This position provides executive and strategic leadership over projects and tasks related to wide-ranging regulatory activities and strategic initiatives for System Planning and Operations (SPO) on behalf of the Entergy Operating Companies. This role coordinates participation in the Midcontinent Independent System Operator (MISO) stakeholder processes, oversight and management of the Auction Revenue Rights (ARR)/Financial Transmission Rights (FTR) processes, and participation in related regulatory filings and proceedings. Additionally, this position provides executive and strategic leadership over the personnel that provide analytical, policy, and training support to the Local Balance Authority (LBA) and Energy Management Organization (EMO), as well as broader regulatory compliance for SPO (including managing records and risk controls for FERC, NERC, and SOX requirements). Finally, this position provides strategic oversight, negotiation, and implementation of long-term fuel supply strategy (fossil fuel, hydrogen, renewable gas and/or other fuels) in coordination with the Operational Fuel Supply group and Entergy Operating Companies.

Job Duties/Responsibilities

  • Provides Leadership and subject matter expertise with MISO ARR/FTR processes and supports market policy issues including FERC and state jurisdictional and MISO Market Stakeholder initiatives.

  • Leadership and oversight of training, compliance and support for SPO, primarily the EMO and LBA.

  • Strategic oversight and implementation of long-term fuel supply strategy.

  • Oversight of RFI processes and strategic support on various cases.

  • Ability to work cross functionally on key strategic initiatives as they arise with all business units (i.e. Power Development, Operating Companies, Enterprise Planning, and others).

  • Ability to testify on key litigation cases, provides training and coaching to their respective team to continue to build capabilities with regards to various System Planning and Operations issues at FERC and local jurisdictions. Provides subject matter expertise for litigations, provide feedback and supports peer/ team capabilities and SPOs messaging in litigation cases.

  • Actively participate as a member of various teams involved in the identification, evaluation and strategic design of new opportunities, key regulatory issues and innovation.

Minimum Requirements

Minimum education required of the position

A college or university degree in related field or the equivalent work experience.

Minimum experience required of the position

10+ years of energy industry experience that includes long-term fuel supply strategy (fossil fuel, hydrogen, renewable gas and/or other fuels), renewable operational experience with a focus on solar, wind and utility size batteries and an understanding of one or more Independent System Operators (ISOs) such as MISO, SPP.

Minimum knowledge, skills, and abilities required of the position

  • Proven track record of creating and sustaining a safe work environment by influencing behaviors to demonstrate genuine dedication and commitment to ensure safety is a top priority

  • Background in electric markets, specifically participation in Regional Transmission Organization (RTO’s) and related aspects.

  • Knowledge in regulated utility rates making, fuel recovery, rules and regulations at both federal and state jurisdictional levels.

  • Strong background in various fuels but especially natural gas, pipeline, fossil fuel and related physical aspects of fuels for electric generation.

  • Experience in regulatory proceedings, testifying and regulated utility rules and regulations.

  • FERC/NERC rules and regulations for electric providers
