Job Summary/Purpose

This position supports Entergy’s strategy to secure federal and other non-revenue infrastructure funding to ensure the resiliency and clean energy of its energy systems across all jurisdictions. This position will directly support the federal infrastructure team and support the build out compliance framework by working across the system to support Entergy including its various operating company subsidiaries under federal funding. This position will be responsible for the compliance day-to-day contract oversight and work directly with corporate compliance, internal auditing, capital project and others throughout the organization. Also, responsible for providing key leadership and support negotiations and responsible for contracts as the contracts administrator from federal grants, which includes Department of Energy (DOE) or related government agency.

Job Duties/Responsibilities

The duties of the role will include, but not be limited to:

  • Support for designing, implementing, monitoring, and adjusting strategies to ensure infrastructure compliance with applicable policies and standards.

  • Support for build out of compliance framework and work with teams on negotiating with DOE and other federal organizations. Work directly with consultants on compliance framework.

  • Work directly with internal auditing for audit protocol and corporate compliance for appropriate alignment of compliance infrastructure.

  • Work with the external affairs, corporate compliance, internal auditing, legal, regulatory, finance, accounting, capital projects, system planning and operations, power generation, supply chain, transmission, and distribution, legal commercial transaction, and all operating companies.

  • Supporting compliance/negotiating and support grant applications of all projects funded or to be funded for review and alignment for company’s objectives.

  • Support to develop risk-based compliance testing of existing procedures and controls to identify, detect, and correct noncompliance.

  • Analyze contracts to ensure they comply with state and federal laws and regulations.

  • Establish communication and training initiatives that inform stakeholders about compliance requirements.

  • Build rapport with capital projects team or team identified to construct the project, in addition to work with finance business partners (FBP) to ensure good financial controls.

  • Establishing compliance and tracking KPIs for measures of success for infrastructure funding and work throughout external affairs for alignment and coordination.

  • Responsible for weekly/monthly coordination updates for Federal Infrastructure Policy (FIP).

  • Responsible for taking sufficient steps to minimize project risks and ensure that all records are accurate and up to date.

  • Liaise with and support the Project Manager to ensure the project is executed safely and properly.

  • Ensure compliance with the company’s work health and safety policies, standards and procedures.

  • Attend meetings to assess progress on project and prepare monthly project reports and make presentations at meetings as needed.

Minimum Requirements

Minimum education required of the position

  • Bachelor's degree or related field preferred.

  • Masters or Advanced degree desired. Compliance certifications, a plus and/or contract administration/contract law/project manager.

Minimum experience required of the position

  • 7+ years in Utility or related experience with or without a degree

  • 3+ years leading teams, or leading programs and initiatives where the employee can demonstrate the ability to effectively influence others and contract administration role or a related field.

Minimum knowledge, skills, and abilities required of the position

  • Understand construction projects.

  • Demonstrated ability to work with stakeholders, lead cross-functional teams and use strong project management skills and previous experience as a project manager, or coordinating large projects is an asset.

  • Highly organized and results oriented.

  • Success managing complex initiatives with matrixed resources and strong negotiation and mediation skills.

  • Comfortable with and astute in dealing with senior executives and leaders in all functional organizations.

  • Tracks and communicates strategy progress and setbacks.

  • Acknowledges and addresses challenges, obstacles, and opportunities.

  • Understands applicable laws, regulations, and government requirements and their impact on the business.

  • Excellent communication skills (internal and external to Entergy) including written communication, executive presentations, and stand-up speaking skills; comfortable presenting to and facilitating work with all key stakeholders.

  • Strong knowledge of Entergy’s business models preferred.

  • Ability to understand Entergy’s operating units and operating systems.

  • Ability to manage time to meet aggressive deadlines, appraise, monitor, audit and evaluate projects.

  • Ability to demonstrate and articulate analytical information, capabilities, and opportunities to functional and executive leaders based on a clear understanding of company and strategy and objectives.

  • Demonstrated strategic thinking and policy acumen skills, and strong work ethic.

  • Strong relationship-building skills and considerable experience with navigating and understanding federal and state politics and legislative processes.
