JOB SUMMARY/PURPOSE
Provides overall guidance to the PCM group regarding controls governance and support activities for all programs/projects under the Grid Modernization and Distribution Plan portfolios. Ensures deliverables in the areas of cost management, schedule management, risk management, resource management and change control are developed and implemented in accordance with the requirements of the Stage Gate Process. Secures required resources and uses formal processes and tools to manage resources, budgets, risks, and changes. Manages PCM team through engaging and influential leadership to proactively support all program/project teams and ensure that the programs/projects meet quality standards, are completed on-time, and are operated within budgeted costs. Supports leadership and project management with decisions associated with controls on projects and presentations of project status, risk profiles, project plan adherence and performance metrics as projects progress. Provides support throughout the project lifecycle.
JOB DUTIES/RESPONSIBILITIES
Leads a team of project controls managers (PCMs) that provide overarching controls support to Grid Modernization and Distribution Plan Project Managers (PMs), Portfolio Managers and Program Directors. Support includes development of stage gate deliverables and project execution processes, implementation of reporting tools and project management analytics, intrusive oversight of project execution and cost/scope/schedule management, working with PMs and cost analysts to forecast estimate to complete (ETC) reporting of monthly present estimates, monthly controls reporting, and coordination of governance reviews.
Ensures project controls are implemented on assigned capital projects in line with Management Standards, Stage Gate Process requirements, and industry best practices.
Collaborates closely with project management to assess estimate accuracy and address any gaps, identify project risks, and develop mitigation plans, and identify project issues and formulate plans to address the issues.
Provides overall guidance of the PCM group regarding performance management, progress and reporting analysis, contract administration, specifications, payment milestones, exceptions and clarifications, and ad hoc reporting on project and portfolio items with regard to cost, schedule, and risk as necessary to successfully deliver the Grid Modernization and Distribution Plan portfolios.
Engages with the project teams and management and ensures their project needs and requirements are a top priority for the Project Controls Group.
Provides leadership, guidance, and intrusive oversight to ensure effective controls for the Grid Mod and Distribution Plan portfolios and identifies gaps in Entergy's project control environment and takes proactive steps to implement improvements and strengthen controls.
Works with the PCM team members on individual employee development and growth; identifies the required staffing needed to the support the programs/projects; manages assignment of PCM workloads; executes performance reviews of team members; approves team member time and expenses.
Provides review and comments to the PCM prepared project reports and documentation; reviews basis documentation and assures that key cost and schedule drivers are identified and risk is thoroughly evaluated; provides QA review of deliverables; reviews Investment Proposal to assure consistency between documents during finalization with SME’s; supports PCMs if needed to drive progress through gates and gap closure.
Participates in review meetings for dashboards, CR logs, performs cold eyes reviews and feedback of dashboards, GMSC slides, QRA results, forecasts, various reports and documentation.
MINIMUM REQUIREMENTS
Minimum education required of the position
Bachelor's degree in Engineering, Construction Management, Accounting, Finance or related field or equivalent work experience.
Minimum experience required of the position
7 years project controls experience for projects in the utility sector. Desired: experience in both Owner and Contractor roles.
Minimum knowledge, skills and abilities required of the position
Expert knowledge of the fundamentals of scheduling, cost control, and risk management. Working knowledge of scheduling software packages and related analytics. Superior skills with spreadsheet-based analytics. Knowledge of project and construction management fundamentals. Critical Thinking -- Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Complex Problem Solving -- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Excellent verbal and written communication skills.
Desired: Individual should have strong knowledge in project schedule, cost controls and risk management and should have 3 + years of experience on Mega Projects of $200M and greater. This individual should have at minimum 5 yrs. of proven managerial experience with direct reports and will need to be a good fit to meet the needs of a growing high functioning group.
