Job Duties/Responsibilities

  • Supports the Director, Regulatory Research and the Manager, Rate Strategy to ensure Operating Companies’ and corporate needs and objectives are met through regulatory support of the development of new product offerings, new pricing mechanisms, regulatory policy development for emerging technologies and issues, and supports related Operating Company regulatory filings as requested by management.

  • Provides superior customer service to Operating Companies and other internal teams by being proactive and providing regulatory expertise/support on policy issues and regulatory recovery strategies for emerging technologies and new product or pricing offerings.

  • Provides expert written and oral testimony as well as supports responses to discovery as required for regulatory filings.

  • Responsible for timely and accurate regulatory filings and ensuring that key issues/decisions are escalated to Operating Company management and others in a timely manner.

  • Assist in proactive communication to Operating Company management, project teams and others, which include development of regulatory recovery strategies, supporting models and filing plans, documentation of key assumptions, escalation of issues and project deliverables with timelines.

  • Assist Mgr., Rate Strategy, in oversight of staff in the preparation of regulatory research and analysis to support filings related to emerging technologies and new products or pricing offerings, including regulatory recovery models; revenue requirements calculations; new tariff and/or rates development and supporting testimony for reasonable recovery of the cost to serve in a manner that is equitable to our customers while recognizing corporate financial stability.

  • Assist Mgr., Rate Strategy, in providing oversight of regulatory research and rates strategy project and filings support from beginning to end and the establishment and maintenance of an adequate control environment over the regulatory filings. Ensure that all workpapers and filing documents are adequately reviewed in a complete and timely manner.

  • The Manager, Rate Strategy and Project Coordinator, with the support of the Director of Regulatory Research, are responsible for maintaining relationships with the Operating Company Regulatory Affairs and Regulatory Counsel and with the new technology organizations responsible for developing new product and service offerings to understand upcoming needs of Operating Companies in response to corporate strategies and to communicate appropriately to Regulatory Filings, Utility Pricing & Analysis, Rate Administration and Fuel & Special Riders teams.

  • The Manager, Rate Strategy and Project Coordinator, with the support of the Director of Regulatory Research, are responsible for communicating with Regulatory Counsel to ensure Regulatory Advisory Council meetings are established, issues are tracked and raised to the appropriate level, internal deadlines and data requests are being met to enable filing preparation, ongoing support through the filings process and that issues are vetted timely with the appropriate parties.

  • Assist in the training and development of staff, ensuring staff is cross-trained and developed in overall concepts/processes for regulatory research, policy development, regulatory recovery modeling, RIM tests, and other pricing strategies to support the development of appropriate regulatory recovery mechanisms in a manner that is equitable to our customers while recognizing corporate financial stability.

  • Participate as a member of the assigned jurisdictional or new emerging issue/technology regulatory team. May require some travel to Operating Company headquarters to meet with regulatory affairs and regulatory legal counsel team members

MINIMUM REQUIREMENTS

Minimum education required of the position

Bachelor's degree in Accounting, Finance, Economics, Business, Law, or related field or equivalent work experience. Master's degree preferred.

Minimum experience required of the position

5+ years’ experience in electric utility industry relevant to accounting, finance or regulatory.

Demonstrated effective leadership skills with ability to work under stressful situations. Strong problem solving and critical thinking skills. Excellent oral and written communication skills. Desired skills: Effective project management skills. Excellent organizational skills, ability to organize and prioritize work, and manage teams. Ability to work effectively on multiple assignments simultaneously. Flexible and able to adjust to changing priorities. Willing and able to perform other duties as required and learn new processes and technologies.
