JOB SUMMARY/PURPOSE:

Manage and oversee the activities of multiple ROW Contract Partners tasked with acquiring property easements (electric transmission lines) and fee property purchase (electric transmission substations) across the slate of projects within the Sr. Agents purview. Manage the development of labor & acquisition cost estimates (class 5,4, &3) by partnering with ROW Contractors; develop scopes of work and contract releases for each project with separate release being generated for FEL, Execution, and Construction Support; manage actual ROW labor costs, acquisition costs, and ROW schedule. Manage contract blanket values and draws downs from contract releases to ensure continuity of contract labor throughout the project life cycle. Serve as the first level approver for invoices received from the ROW contractors. Interface and partner with internal stakeholders including Project Management, Construction Management, Project Controls, Legal, and Environmental in executing said projects via Entergy's Project Delivery System stage/gate model and Project Delivery Standard.

JOB DUTIES/RESPONSIBILITIES:

  • The responsibilities of the Sr. ROW Agent within the Capital Project’s organization are aligned with that of a first-line-supervisor. Rather than supervise a team of internal reports CP’s Sr. ROW Agents partner with leadership from Contract ROW firms to provide strategic and tactical direction to personnel performing “boots on the ground” ROW work including title research, landowner negotiation, property acquisition etc. The Sr. Agent serves as the subject matter expert from ROW on all internal/external project matters related to project. Typical project load for a Sr. ROW Agent is 5-7 active projects, which may range across several Entergy OpCo’s, contracted out to multiple ROW vendors.

  • Substation acquisition duties/responsibilities:

  • Engage ROW Contractors for the purpose of developing labor cost estimates related to the “front end loading” and “execution” phases of Entergy’s project delivery system model

  • Utilize labor cost estimated to develop contract release for the purpose of on-boarding contract resources

  • Assist in substation site selection

  • Coordinate boundary survey(s), soil borings, environmental assessment, and cultural assessment

  • Order and interpret market analysis (comparable sales report)

  • Develop initial compensation offers

  • Oversee and provide quality assurance/quality control for purchase options & purchase agreements

  • Coordinate property sale/closing activities

  • Issue payment to landowner for property purchase

  • Oversee the recordation of the sale in Parish/County courthouse(s) and ensure recordation documents are entered into Entergy’s ROW2 electronic application

  • Transmission line acquisition responsibilities:

  • Engage ROW Contractors for the purpose of developing labor cost estimates related to the “front end loading” and “execution” phases of Entergy’s project delivery system model

  • Utilize labor cost estimated to develop contract release for the purpose of on-boarding contract resources

  • Assist in route selection

  • Assist in open house if applicable

  • Assist project team in determining final route

  • Develop cost estimate, and refine/revise project scope and schedule if necessary

  • Acquisition Specific Activities:

  • Boundary Survey/Soil Boring/Environmental/Cultural Access Permission

  • Perform preliminary courthouse title research on each tract

  • Boundary Survey Development

  • Comparable Sales/Market Analysis Report/Representative Appraisals

  • Develop initial compensation offers

  • Preparation of documentation for landowner

  • Preparation of right of way instruments/agreements for acquisition

  • Preparation of peripheral agreements

  • Finalize negotiation with landowner

  • Pre-construction activities (in tandem with acquisition activities)

  • Landowner payment requests and PRF Information

  • Oversee recordation of servitude documents in Parish/County courthouse

  • Assist in construction support activities

  • Assist in landowner damage claims as necessary

  • Responsibilities as a member of the Capital Projects-Transmission (CP-T) Organization:

  • Actively participate in safety related initiatives

  • Participate in all bi-monthly staff meetings and twice-annual CP-Transmission/NewGen conferences

  • Actively participate in all assigned business improvement initiatives

  • Commit, own, and be held accountable for/to Entergy’s “Employee Practices”

MINIMUM REQUIREMENTS:

Minimum education required of the position

  • Bachelor's degree in Land Management, Business, Project Management or related field or equivalent work experience

Minimum experience required of the position

  • 5 years experience as an electric Transmission or Distribution ROW Agent required

  • Preferred:

  • Transmission specific experience

  • 10 years experience

Minimum knowledge, skills, and abilities required of the position

  • History of safe performance, active participation in safety program and a strong desire to create a safer workplace

  • Experience in new ROW acquisition pertaining to transmission line/distribution line and substation

  • Strong negotiation, interpersonal & group communication skills

  • Strong planning\organization\time management skills

  • Knowledge of transmission line and substation design standards as well as construction & maintenance practices

  • Strong computer skills; proficient in Microsoft Office suite of software including Word, Excel, Outlook, and Power Point)

Any certificates, licenses, etc. required for the position

  • Training or eduction in rleadership, project management, real estate, property law, property appraisal, negotiating, persuasive writing, interpersonal communications, and conflict resolution is preferred
