Job Summary/Purpose
The Capital Project Procurement Specialist, Senior Staff utilizes extensive supply chain and capital projects knowledge and experience to implement Supplier Commercial Excellence for information technology related capital projects and enterprise investments. This position is responsible for executing the standard end-to-end procurement and supply chain processes of plan-strategy-source-perform, inclusive of category management activities.
The specialist is Supply Chain’s (SC) single point of contact and lead for a given project(s) and supports deployment of Entergy’s customer centric capital investment strategy across the company’s business units. The role may be assigned to multiple business units to leverage end-to-end value across an assigned portfolio of spend. The specialist supports the development and execution of capital projects by leading commercial efforts for project planning, development of a commercial strategy, sourcing of contracts and agreements, and supplier performance through commercial contract management processes. The position utilizes SC’s processes to support the delivery of safety, cost, quality, schedule, and customer satisfaction measures. The senior staff specialist operates autonomously and in an advisory capacity providing oversight, support, guidance, and training in the technical and professional skills areas to other project procurement specialists. The role is recognized inside SC and within Entergy as a subject matter expert on capital project procurement, contract strategy, methodology, analysis, and contract provisions.
Key interfaces are with business function leads, Information Technology, Project Managers & Project Controls, Financial Business Partners, jurisdictional project leaders, etc. Other functional interfaces include SC departments (e.g., Category Management, Supplier Diversity), Tax, Finance, Operations, Risk Management, Safety, Legal, and Regulatory Legal.
Job Duties/Responsibilities
Safety/Human Performance:
Actively promote strong safety behaviors and ensure the team always puts safety first
Utilize key tools, programs, and proactive field visits to assure standards and behaviors
Monitor and influence suppliers to proactively identify any safety concerns
Incident Response:
- Perform storm role duties as assigned through the Storm Assignment Management System (SAMS)
Supplier Commercial Excellence:
- Accountable for the development and execution of progressive commercial strategies, with the business functions, in support of objectives to drive value and service delivery and enable favorable outcomes for all key stakeholders
Project Procurement:
Collaborate with the business units and other stakeholders to support the deployment of capital funds in line with Entergy’s strategies
Develop commercial strategies and contract plans aligned to project needs; maximize leverage through aggregation opportunities across similar scopes of work; maximize value through optimization of price, contract terms, performance standards, and service levels
Perform Bid–Evaluate–Award activities in line with SC policy and processes
Ensure alignment of project behaviors to contractually binding commercial obligations
Commercial Contract Management:
Provide commercial contract management for in-flight capital projects and collaborate with stakeholders to ensure successful contract execution
Manage compliance to contract provisions and administer contract change orders in collaboration with the project manager and the project change process
Provide oversight of Contractor performance, including claims management and dispute management/resolution
Partnership/Relationships:
Develop and maintain relationships with stakeholders to ensure SC engagement in the capital project process and SC ownership of Project Procurement and Commercial Contract Management
Establish and maintain professional relationships with suppliers based on the highest ethical business practices as set forth in the Standards of Conduct and Integrity and Entergy's Supply Chain Polices
Minimum Requirements
Minimum education required of the position
Bachelor’s degree in Supply Chain, Business, Accounting, Engineering, Legal, or other related discipline and minimum 12+ years of combined supplier contracting, capital projects, or other related supply chain experience OR in lieu of a degree, minimum 16+ years of supplier contracting, capital projects, or other related supply chain experience
Preferred: Certification from an industry accreditation organization such as CPSM, APICS, etc.
Minimum experience required of the position
- Minimum 6+ years’ supply chain experience in capital projects contracting and procurement with a preference for electric utility experience.
Minimum knowledge, skills, and abilities required of the position
Deep understanding of Entergy’s business model, the capital projects portfolio, and key interfaces across the business and SC
Mastery of commercial management processes (plan, strategy, source, perform); including supplier diversity, safety metrics and tools
Collaborate with stakeholders to achieve, monitor, and report Diversity and Local spend goals
Masterful application of market intelligence to assess supply market status and evolution
Thorough knowledge of Entergy’s policies and processes and application to contracts
Mastery of capital project contracting strategies and methodologies (e.g., EPC, Fixed Price, T&M); advise/influence project on best strategy; strategies are used as exemplars across SC
Mastery in creating negotiation strategies and leading negotiations for complex contracts within a capital project environment; strategies are used as exemplars across SC
Deep expertise in the development of high quality, thorough project Scopes of Work, Scopes of Supply, Lists of Deliverables, and Divisions of Responsibility
Mastery in the application of pre-award and post-award contract management processes; integrate business unit specific knowledge; identify and mitigate contractual risks to Entergy
Deep understanding of contract law terminology, methodology, and application
Extensive knowledge of business and SC operations within Entergy including how Entergy buys and pays (HEBAP); experience and knowledge of supply chain systems and processes
Extensive knowledge in developing detailed RFx price breakdowns and deconstructing vendor pricing models to support financial analysis and bid comparison
Deep knowledge and experience in identifying opportunities to aggregate for commercial leverage and drive opportunities across the enterprise
Mastery of supplier performance and relationship management strategies and processes
Responsible for driving exceptional total cost value creation by applying contemporary IT category management strategies – plan, strategy, source and perform. Including:
Development of IT category profiles, sourcing processes, business cases and implementation plan’s that maximize value across spend under category management – progressing safety, performance and cost reduction opportunities.
Utilize IT demand and supply plans to recommend and inform category sourcing initiatives. Accountable for working with the IT business to balance demand and supply by integrating operating plans. Maintain awareness of plant schedules and commitments (Milestones) to provide support to meet outage and project schedules.
Analyses of IT 3rd party spending, contracts and suppliers to ensure informed decision-making by related cross functional team. Gathers and leverages external intelligence on IT supply markets.
Identify and implement cost saving opportunities (including cost savings initiatives / programs) through rate reduction, process improvement, innovative incentive structures, or supplier collaboration.
Negotiate software license agreements/Implement complex contracts or purchases.
Conduct Bids and Sourcing Activities
Assist tactical groups in negotiating Terms and Conditions, Claims and Dispute Resolution.
Leads negotiations and contract development for alliances and other complex companywide agreements.
Lead the identification of IT spend to be managed enterprise wide and work with IT and related stakeholders to obtain alignment.
Anticipates and minimizes performance issues via creation, monitoring and reporting of key performance indicators (KPIs). When IT Contractor performance issues emerge, identifies root causes and drives efficient resolution of issues at hand by working across both internal and external stakeholders.
Evaluate rates, incentives, and cost structures of contracts to ensure consistency with market conditions.
Monitor and help resolve contract claims and administer the requirements of the contract.
Drives Entergy’s Sustainable Procurement and Supplier Diversity programs for the IT supply chains. Promote the use of diverse-owned businesses and the procurement of sustainable materials and services across IT.
